I had the same problem as you. You probably use a wiki locked to authenticated users. Therefore, the site creator PDF (PediaPress) can not connect to your wiki to retrieve information and send the PDF. For this to work, you must specify a username and password PediaPress specific, for example: $wgCollectionMWServeCredentials = "PediaPress: foo" and also create this account on your wiki site for PediaPress can connect.
